The Town and Country Planning (TCP) department has approved 52 applications for a change of zone, which includes proposals from developers such as Magnitude Homes, Sattva Builders, Prestige Acres, Mayberry Estates, and Estate Eight O One LLP. Data indicates that most applicants who sought a change of zone under Section 39A of the Goa Town and Country Planning Act are small landowners with plots ranging from 105 to 512 sqm.

The TCP department has provided a 30-day window for stakeholders to submit objections or suggestions regarding the change of zone for these plots to settlement. Maps and notes detailing the proposed changes are available for inspection at the Regional Plan cell. The department has stated that, after reviewing the proposals, it placed them, along with the scrutiny reports, before the Goa Town and Country Planning Board for further recommendation and approval.

The total area to be converted, based on the 52 applications, is 140,000 sqm, including 68,399 sqm at Sarvona-Bicholim, 20,000 sqm at Arambol-Pernem, and 9,215 sqm at Corgao-Pernem. An application for the removal of a 10m-wide road in a settlement zone in Mapusa has been approved. The plots that received provisional clearance for conversion are currently classified as natural cover, cultivable land with irrigation command area, orchard, or no development slope in the Regional Plan 2021.

In the past week, the Goa Town and Country Planning Board approved the proposals in its 205th meeting. Chief Town Planner Rajesh Naik confirmed this in a notification. The TCP department now intends to use Section 39A to amend the Regional Plan for Goa 2021, the Outline Development Plan of Mapusa Planning Area 2021, and the Outline Development Plan of the Parra-Arpora-Nagoa Planning Area 2030, to reclassify these plots for settlement or transport and warehousing purposes.

Of the 52 applications, 35 were already approved earlier this summer, though the department had not initially disclosed full details about the applicants. The TCP department has since released the names of the applicants, the original zoning of the land, and the size of each plot.
