Landowners in Nadaprabhu Kempegowda Layout are facing difficulties due to the Bengaluru Development Authority's (BDA) delays in collecting betterment charges, which are essential for obtaining legal status for their properties. Without "A" khata status, owners struggle to secure loans and face legal limitations. The BDA has approved the collection of these charges, yet inaction continues to hinder property transactions and development in the area.
Many landowners who purchased plots in Nadaprabhu Kempegowda Layout for residential purposes are facing significant challenges due to the Bengaluru Development Authority's (BDA) delays in collecting betterment charges. This holdup has left them unable to sell their properties or build their dream homes.
The landowners noted that paying these charges would enable them to obtain "A" khata status, transitioning from their current "gramathana" or revenue site classification, which is deemed illegal and comes with various limitations and legal complications. Without khata status, buyers struggle to secure loans from nationalised banks, as these institutions require this documentation, while private banks that do offer loans impose high interest rates ranging from 14% to 18%. This situation has created an environment where the land mafia exploits owners, compelling them to sell at reduced prices, further driving down real estate values in the area.
Landowners expressed that if the BDA were to collect the betterment charges, it would alleviate their issues significantly, especially for those in nearby regions such as Seegehalli, Kannalli, and Kodigehalli. One site owner, Prashant, conveyed frustration over being unable to secure a housing loan from a nationalised bank, emphasizing that the BDA's action on betterment fees would enable easier access to loans and facilitate property sales.
Currently, the BDA has approved the collection of betterment tax for both Arkavathy and Nadaprabhu Kempegowda Layouts. The state government had previously passed a gazette to facilitate this tax collection. The BDA has set the rate at INR 80,000 per gunta. Even recently established layouts have been permitted to pay betterment tax. The BDA Land Acquisition Officer has indicated that a decision regarding the collection of these charges is still pending.
The ongoing delays in collecting betterment charges by the BDA have left many landowners in Nadaprabhu Kempegowda Layout in a precarious situation. The urgency for a resolution is evident, as securing "A" khata status would not only empower homeowners but also revitalise the local real estate market. Timely action by the BDA could alleviate the financial burden on landowners and restore confidence in property investments in the area.
