The Delhi Development Authority (DDA) describes the draft as a strategic framework for guiding the city's future growth while learning from past projects.

Last February, Delhi's Lieutenant Governor V K Saxena approved the MPD draft, emphasising its focus on inclusive development, sustainability, and innovative interventions such as transit-oriented development hubs, land pooling, heritage conservation, and rejuvenation of the Yamuna River. The MPD plan, prepared by the Delhi Development Authority (DDA), serves as a statutory document that evaluates the current state of the city and outlines strategies to achieve future development goals.
The DDA describes the draft MPD-2041 as a "strategic" and "enabling" framework to guide the city's future growth. This plan incorporates lessons learned from previous implementations and draws insights from successful projects and schemes across the country. The first Master Plan was established in 1962 under the Delhi Development Act of 1957, with subsequent plans created for a 20-year perspective. These plans provide a comprehensive framework for the planned development of the city, ensuring sustainable and inclusive growth for Delhi's residents.
