In the face of mounting uncertainties among developers, the Department of Town and Country Planning (DTCP) has provided clarity. It announced that only three-floor buildings will be sanctioned on affordable housing plots as per the Deen Dayal Jan Awas Yojna (DDJAY), until a definitive decision is made by the expert committee evaluating the policy for construction of stilt plus four-floor structures.
This announcement, coming as a response to the state government's standstill on the approval of fourth-floor constructions since February 23, provides a much-needed directive for developers. The pause on fourth-floor authorizations was instituted in the wake of massive protests from residents' associations. The protestors expressed concern over the lack of corresponding improvements in infrastructure like roads, drainage, power supply, and sewerage systems, despite the proliferation of high-rise buildings across residential sectors.
DTCP Director, TL Satyaprakash, in an order issued on May 10, addressed the applications received for zoning plan approvals based on layout plans issued before February 23. These initial plans were given with an expected population density of 18 persons per plot, considering four dwelling units. However, pending the recommendations from the expert committee, the approval will be given only for plans proposing a density of 13.5 persons per plot, which is equivalent to three floors. He further explained that the four-floor construction approval would be reinstated if the current decision is overturned. This rule applies even in instances where the layout plan and license for four floors have already been approved under DDJAY.
In the midst of these directives, P Raghavendra Rao, the chairman of the expert committee, has organized a meeting with the heads of the departments involved - DTCP, HSVP, ULB, and HSIIDC. This meeting aims to discuss the issues faced at the ground level due to the policy. The committee's decision on the policy, which is expected to be taken in this meeting, will subsequently be reported to the state government.
