The Bruhat Bengaluru Mahanagara Palike (BBMP) has intensified efforts to recover unpaid property taxes, aggressively attaching properties and sealing non-residential buildings. Despite these measures, 66,8% of property owners remain defaulters. The East Zone leads enforcement by sealing 1.317 properties, followed by the West Zone. In property attachments, the West Zone tops the list with 9.088 properties. Mahadevapura, although the highest tax-paying zone, also has the most defaulters. Meanwhile, Deputy Chief Minister DK Shivakumar launched an online building plan approval system to streamline procedures and enforce regulations, particularly in areas adjacent to Rajakaluves, where significant infrastructure development is underway.
The Bruhat Bengaluru Mahanagara Palike (BBMP) has intensified its crackdown on unpaid property taxes by taking decisive actions, such as attaching properties and sealing non-residential buildings. Despite these stringent measures, a significant 66% of property owners have yet to clear their dues. At the start of the financial year, 3.95.253 property owners had defaulted on their taxes. Presently, 2,64,228 defaulters remain, indicating that only approximately 33% of property owners have met their tax obligations.
The BBMP's East Zone has taken the lead in enforcement, sealing 1,317 non-residential areas, the highest among all zones. The West Zone follows closely, sealing 1,034 non-residential areas. Mahadevapura Zone has sealed 480 non-residential areas, while the South Zone has sealed 470. Yelahanka has sealed 416 areas, RR Nagar has sealed 400, Bommanahalli has sealed 303, and Dasarahalli has the fewest closures, with 166 non-residential areas.
In terms of property attachments, the West Zone tops the list, with a total of 9,088 properties attached. The East Zone is close behind, with 9.401 properties attached. Dasarahalli has attached 4,090 properties, while RR Nagar has attached 4,554, Yelahanka 4,623, and Bommanahalli 5,444. Mahadevapura has the fewest properties at 3.936, while the South Zone has 8.351 properties attached. Despite being the highest tax-paying zone, Mahadevapura also has the highest percentage of defaulters, with 36% of property owners still owing payments. The South Zone records 38% of defaulters, with Dasarahalli close behind at 36%. In Yelahanka, 34% of property owners have not settled their dues, while Bommanahalli has 33%, the East Zone has 33%, and the West Zone has 33%. RR Nagar records the lowest percentage of defaulters, at 31%.
To enhance property management efficiency, Deputy Chief Minister DK Shivakumar has unveiled an online system for approving building plans for properties up to 4.000 square feet within BBMP jurisdiction. The 'Nambike Nakshe' scheme enables property owners to have a licensed architect or engineer approve a provisional building plan, which they can then submit online for final approval by the BBMP. This scheme applies to sites up to 50-80 feet in area, simplifying the approval process and reducing bureaucratic delays. Furthermore, Shivakumar emphasised the enforcement of regulations prohibiting construction within a 50-metre radius of Rajakaluves, in line with National Green Tribunal guidelines. BBMP has identified 300 kilometres of land where they plan to construct a 30-foot road running parallel to the water channels.
The cabinet has allocated a budget of INR 200 crore for the first phase of the project, aimed at developing 100 kilometres of roads. To compensate landowners in these areas, BBMP will offer transferable development rights, which they can sell in lieu of the land. The project aims to improve connectivity while adhering to environmental standards, with targeted locations including Hebbal, Nagavara, Bellandur, and Bengaluru South.
