BDA introduces development fee for Shivarama Karanth Layout property owners

The Bangalore Development Authority (BDA) has implemented a development fee for existing residential and commercial buildings in the Shivarama Karanth Layout. Property owners must pay this fee before they can obtain their property records. The fee is calculated based on the difference between the residential plot value established by the Registration and Stamps Department in 2018 and the updated value for 2024.

One-third of this difference will be charged as a development fee. This fee has been authorized under Sections 20 and 21 of the Bangalore Development Authority Act, 1976, considering both residential and commercial uses. Property owners of 5,171 buildings regularized by the Justice Chandrashekhar Committee in the 17 villages of the layout are now permitted to pay the development fee and acquire their property records.

The development fee rates have been established based on the residential zones of each village, with an additional 50% fee for commercial areas as per the Registration and Stamps Department's guidelines. Corner plots or those with roads on both sides will incur an extra 10%. Spanning 17 villages between Doddaballapur and Hesaraghatta roads in North Bengaluru, the Shivarama Karanth Layout was developed by the BDA after acquiring 3,546 acres of land from landowners, resulting in approximately 25,000 plots.

While the distribution of plots has not commenced due to ongoing court cases, development fees for buildings constructed before 2018 have been established, allowing owners to pay the fee to obtain property records. In Kempapura, the fee is set at 1,149 per square foot, the highest among the 17 villages, while Kempanahalli has the lowest fee at 43 per square foot. BDA officials have indicated that these fees are determined based on market value and guideline rates.

In Somashettyhalli and Ganigarahalli, the development fee is 5,000 per square meter. Byalakere has a fee of 1,833 per square meter, while Ramagondanahalli is set at 11,067 per square meter. Doddabettahalli charges 8,667 per square meter, and Kempapura has the highest fee at 12,367 per square meter. Avalahalli's rate stands at 6,042 per square meter, and Harohalli is priced at 1,790 per square meter.

Medi Agrahara's fee is set at 667 per square meter, while Shamarajapura shares the same rate as Byalakere at 1,833 per square meter. Veerasagara is priced at 733 per square meter, and Vaderahalli's fee is 833 per square meter. In Kempanahalli, the rate is 465 per square meter. JB Kaval has a fee of 2,000 per square meter, Kalatammanahalli is set at 1,167 per square meter, Lakshmipur charges 5,000 per square meter, and Guni Agrahara is priced at 2,333 per square meter.

The introduction of the development fee by the BDA marks a significant step in regulating property transactions within the Shivarama Karanth Layout. While property owners are now able to access their records by paying the established fees, the ongoing court cases delay the distribution of plots. The varying fee structures reflect the diverse value assessments across different villages, emphasizing the BDA's approach to align charges with market conditions.
