Bangalore Development Authority introduces e-Khata to improve property transparency

Beginning 13th September, the Bangalore Development Authority (BDA) has mandated a shift to e-khata for all properties, replacing the paper-based system. This transition, impacting over 2 lakh properties, enhances transparency in property transactions and helps prevent fraud such as double registrations and illegal dealings. The e-khata, integrated with the Kaveri-2 software, assigns a unique ID to each property, enabling buyers to verify legality and ownership. While properties with existing khatas remain valid, new transactions require e-khata registration. This move strengthens accountability and will soon cover Bruhat Bengaluru Mahanagara Palike (BBMP) properties.

With effect from 13th September, all properties under the jurisdiction of the Bangalore Development Authority (BDA) must transition from the traditional paper-based khata system to the e-khata system. With over 2 lakh properties in Bengaluru falling under BDA limits, this initiative aims to enhance transparency and efficiency in property transactions. The e-khata system prevents fraudulent practices like double registrations and illegal financial activities, allowing buyers to easily verify the legality of properties they wish to purchase.

Each property will receive a unique identification number through the Kaveri-2 software, which is currently in use. BDA Commissioner N Jayaram highlighted that the e-khata system will supersede all existing khata types, including BDA khata, A khata, and B khata. From the implementation date, paper-based khatas will no longer be considered valid for any property transactions.

The unique ID assigned to each property allows authorities and buyers to verify ownership, confirm tax payments, and identify illegal activities like double registrations or unauthorised transactions, according to Jayaram. He added that properties with existing khata records do not need to switch to e-khata unless there is a transfer of ownership. Whenever someone sells, gifts, or transfers a property, they must obtain the new e-khata.

To apply for an e-khata, property owners or buyers can visit the Karnataka Seva Sindhu portal and access the e-khata option under the Sakala category. Once the applicant provides the necessary information and submits the application, the system will process the e-khata within 3-5 days, and the applicant can download it. The e-khata requirement, which currently covers property registrations under the Rural Development and Panchayat Raj Department and agricultural lands through the Bhoomi system, will now extend to properties managed by the BDA.

In the near future, they plan to apply the requirement to properties under the Bruhat Bengaluru Mahanagara Palike (BBMP) as well. Currently, approximately 45 BBMP wards have issued e-khatas. Once we complete the process in all wards, the e-khata will become mandatory citywide, enhancing property management.
