Property transactions in Belagavi have been significantly affected following changes linked to the e-khata system and the upgraded Kaveri 2.0 property registration platform, with stakeholders reporting widespread delays in registrations and documentation processes across the district.


According to reports, property owners, developers, legal practitioners and document writers have faced difficulties in completing sale deed registrations, khata transfers and related procedures after the revised digital systems were implemented. The issues have reportedly resulted in transaction slowdowns and administrative bottlenecks in multiple parts of Belagavi.

The disruptions are linked to Karnataka’s push towards digitised property governance through the mandatory adoption of e-khata documentation and the Kaveri 2.0 registration framework. Under the revised system, several property-related services including registrations, ownership verification and mutation processes are increasingly being integrated into digital workflows.

Stakeholders stated that technical issues, data mismatches and procedural changes have created difficulties in verifying property records and completing registration formalities. In several cases, applicants reportedly faced delays due to discrepancies between municipal property records and revenue department databases integrated under the digital system. BJP MLA Jagadish Shettar sought urgent intervention from the Karnataka government regarding the issue, stating that citizens and property stakeholders were facing significant hardship due to the ongoing disruptions. Reports indicated that representations had been made seeking temporary procedural relaxations and immediate resolution of technical issues affecting registrations.

The Kaveri 2.0 platform was introduced as part of Karnataka’s broader effort to modernise land registration systems and improve transparency in property transactions. The upgraded platform integrates digital document verification, online appointment systems and database-linked registration processes aimed at reducing manual intervention and fraudulent transactions.

However, industry stakeholders indicated that implementation challenges and system integration issues have affected transaction timelines in several urban centres. Property consultants and legal professionals stated that delays in approvals and documentation could impact both residential and commercial property transactions if unresolved.

The developments also come amid Karnataka’s broader push towards mandatory e-khata compliance for urban property transactions and building plan approvals. State authorities have been encouraging digitisation of municipal property records to improve tax administration, ownership verification and planning approvals.

Real estate stakeholders in Belagavi have reportedly urged the state government to streamline procedural requirements, address software integration issues and provide interim solutions to ensure smoother transaction processing until the system stabilises.
