A proposal for development of a commercial tower has emerged within the broader planning framework for the Mulund salt pan land parcels allocated for the Dharavi Redevelopment Project (DRP), adding a commercial component to the large-scale rehabilitation and redevelopment exercise underway across multiple suburban locations in Mumbai.
According to reports published by Mumbai Mirror and other media platforms, the proposed development plan for the Mulund salt pan parcel includes one commercial building and multiple free-sale residential towers in addition to rehabilitation housing planned for Dharavi residents eligible for relocation outside Dharavi. Soil testing activities have reportedly commenced at portions of the site.
The Mulund parcel forms part of approximately 256 acres of salt pan land across Mulund, Kanjurmarg and Bhandup approved by the Maharashtra government for rehabilitation linked to the Dharavi redevelopment programme. State government officials had earlier stated that these land parcels would primarily be used for rehabilitation and rental housing for residents deemed ineligible for in-situ rehabilitation within Dharavi.
The project is being implemented by Navbharat Mega Developers Pvt. Ltd., the special purpose vehicle formed for execution of the Dharavi Redevelopment Project. The entity, formerly known as Dharavi Redevelopment Project Pvt Ltd, is jointly controlled by the Maharashtra government and the Adani Group, with the latter holding an 80 per cent stake.
According to official records referenced in reports, around 120.5 acres of salt pan land at Kanjurmarg, 76.9 acres at Bhandup and 58.5 acres at Mulund have been earmarked for the project. Additional land parcels, including former Mother Dairy land in Kurla and portions of the Mulund dumping ground, have also been integrated into the wider rehabilitation strategy.
The emergence of commercial and free-sale development proposals has drawn criticism from local residents and environmental groups, who have questioned the extent of commercialisation proposed on ecologically sensitive salt pan land. Activists and residents cited in reports raised concerns regarding environmental impact, pressure on civic infrastructure and transparency in project planning.
Government officials and DRP representatives, however, have maintained that the identified salt pan parcels are suitable for development and no longer function as active flood-buffer zones. Officials stated that the land parcels lie outside ecologically sensitive wetland stretches and that all required environmental approvals would be obtained before project execution progresses further.
The Dharavi redevelopment initiative remains one of the country’s largest urban rehabilitation and redevelopment projects, involving rehabilitation housing, commercial development and infrastructure planning across multiple locations in the Mumbai Metropolitan Region. The state government has stated that eligible residents will receive in-situ rehabilitation within Dharavi, while other categories of residents will be accommodated through planned housing developments at alternate sites across Mumbai.
