Uttarakhand is set to get its first construction and demolition (C&D) waste processing plant in Dehradun as the state moves to improve scientific waste management and reduce illegal dumping of debris. The proposed facility will process waste generated from construction, renovation and demolition activities and convert it into reusable materials. The move is expected to support cleaner urban development and reduce pressure on landfill sites. The project also comes amid growing concerns over unmanaged C&D waste in urban areas and follows earlier state-level efforts to strengthen solid waste management infrastructure in Dehradun and nearby cities.
Uttarakhand is preparing to set up its first construction and demolition waste processing plant in Dehradun, a move expected to strengthen the city’s waste management system amid rising urban development and infrastructure activity.
The proposed facility will scientifically process debris generated from construction, renovation and demolition work, including concrete, bricks, cement waste, soil, tiles and metal. The processed material is expected to be reused for products such as paving blocks, aggregates and other construction-related applications.
The project comes as construction waste has emerged as a growing concern in Dehradun and nearby urban areas, where debris is often dumped on roadsides, open plots, drains and riverbanks. Civic authorities believe the plant will help reduce unmanaged dumping while lowering pressure on landfill sites.
The development is significant because Uttarakhand currently does not have a dedicated construction waste recycling and processing facility. In the past, government audits and environmental reports had pointed out gaps in the collection, transportation and disposal of C&D waste across urban local bodies in the state.
Earlier under the National Clean Air Programme, the state had proposed construction waste processing plants for Dehradun, Rishikesh and Kashipur as part of efforts to improve urban environmental management and reduce pollution caused by unscientific waste disposal.
Dehradun has witnessed rapid residential and infrastructure growth over the past few years, increasing the volume of waste generated from real estate projects, road work and redevelopment activity. The city has also been dealing with broader waste management challenges linked to landfill capacity, segregation and scientific disposal systems.
Previous waste management projects in the city, including initiatives linked to municipal solid waste processing at Shishambara, had faced delays because of environmental approvals, operational issues and legal hurdles. The proposed C&D waste plant is expected to address a specific gap in handling debris generated by construction activity.
Officials expect the facility to support recycling and reuse of construction material while improving compliance with the Construction and Demolition Waste Management Rules, 2016. These rules require urban local bodies to create proper systems for collection, transportation, processing and disposal of construction waste.
The project is also expected to support cleaner urban development as Dehradun continues to expand. Recycled construction material generated from the plant could help reduce dependence on fresh raw materials and promote more sustainable construction practices in the region.
